Title: A study to determine a standard bibliographic control system for nonbook materials in the City University of New York colleges

Abstract: Cataloging rules for books have long been a concern of the American Library Association with the result that there has been strong leadership in this area and fairly wide acceptance of the rules endorsed by the Association. The acceptance of a single code for books has been further strengthened by the practices of the Library of Congress, its use of one code, and the wide use of its bibliographic data.

The cataloging of nonbook materials, on the other hand, has been very different from that of books. For many years there has been a lack of support and commitment from the profession for the use and handling of these materials. In spite of the continuing efforts made by concerned professional organizations, associations, and committees for the control of nonbook materials, the organization of, the accessibility to, the selection of, and the utilization of nonbook materials has not reached the same high level as those for printed materials. Consequently, librarians and media specialists have adopted a variety of locally developed systems, while commercial companies trying to provide cataloging for the items they sell have been caught up in the problem of incompatible schemes, codes and forms of bibliographic entry.

The status of the control for and the access to nonbook resources in the City University of New York system is no exception. Materials are scattered throughout the campuses without comprehensive control. The various policies and procedures under which each of the individual college units (library units, college-wide media service units and academic department units) selects, acquires, catalogs, classifies, utilizes and services its nonbook materials are virtually unknown to each other.

The objective of this study is to determine a standard bibliographic control ssytem for nonbook materials which can be accepted and implemented by all of the above units in the CUNY system. The study was conducted using a population of eighty people working as organizers and catalogers of nonbook materials in the 57 subunits affiliated with the aforementioned three types of college units in the 19 colleges.

The total number of nonbook materials held within the three units in the CUNY system is 705,673 items. One third of these items are maintained in the library units and two thirds are located in the non-library units (both college-wide media service and academic department units).

The library units generally use nationally accepted cataloging rules (AACR; AECT; and "Other" adopted rules) for their nonbook materials, file their catalog cards into integrated public catalogs and are utilizing on-line catalog systems, but the other two non-library units frequently catalog the majority of their nonbook materials according to their home-made rules, file their catalog cards in their restricted office areas. A large number of nonbook materials in the academic department units do not have either proper cataloging or catalog cards. Thus, accessibility to two thirds of the materials is mostly, if not totally, nonexistent.

The lack of centralized control over the organizational processes and procedures for the nonbook materials coupled with the prevailing budget crisis has curtailed the standarization of the bibliographic control system for the nonbook materials in each unit and among all units in the CUNY system.

The data reveals, however, that an extremely high percentage of the population of all units who believes that now is the time for unification of the nonbook materials under a single bibliographic control system, integrated cataloging for all materials and implementation of AACR II as their ultimate cataloging rules. These responses coincided with the recommendations made by the investigator.
