Title: The development of academic library consortia
Abstract: The objective of this dissertation was to conduct an exploratory study of academic library consortia. An analysis of questionnaire data on the 125 academic library consortia existing at the time of the study, and of interview data from 15 in-depth case studies, has resulted in a list of 13 steps which describe the development of these consortia. The two major phases in the consortium development process which were identified are:
Exploratory phase: Includes discussions for the purpose of deciding whether to establish an academic library consortium.
Planning phase: Includes the selection and approval of objectives, program plans, financial support and organizational structure.
The developmental steps presented in the guidelines are modular in that (1) not all steps were necessary for every consortium, (2) steps were used in different sequences, (3) several steps were performed simultaneously, and (4) steps tended to be reiterated.
In the detailed discussion of each step, the extent to which each step was carried out by the 125 consortia is analyzed. The problems and possible solutions associated with each step, as well as the advantages of each procedure, are presented in full. Where possible, the criteria that are relevant in making the many necessary decisions are identified.
