Title: Planning and administration guidelines: A Delphi study based in the prevailing situation of libraries with research Puerto Rican materials
Abstract: The research design for this study consists of a description of libraries, and administration of a Delphi questionnaire. The description includes the development of eleven Puerto Rican collections, cornerstones for research of Puerto Rican subjects. Detailed descriptions of these collections are synthesized to provide a context to interpret the Delphi findings.
The Delphi questionnaire was administered to a selected panel of ninety-four persons divided into five sub-panels: librarians, legislators, researchers, administrators of the parent institutions of libraries included in the study, and persons in positions influencing librarianship. The events included: Collection Development, Resource Sharing, Special Services, Bibliographic Access, Preservation, and Legislation. These events were constructed by the researcher using data from the library literature, files, intended legislation, suggestions offered by researchers interviewed, observation during visits to the libraries, and the investigator's experience using the framework of Puerto Rican circumstances.
A rank order section was included in the Delphi questionnaire. The events to be rank ordered were taken from the Delphi questionnaire.
The nature of the collections under investigation stress the nationalistic character of the Puerto Ricans. The political status preference of the participants was included as a variable to provide insight into the perceptions about the collections by persons representing the interests of three main political status options.
Analysis of the data showed that when given the opportunity, very few participants changed their answers. The trend when changes occurred was to move towards the median but most maintained their original positions. There were more statistically significant differences among the sub-panels than among those of the participants when grouped by political status preference.
Despite the high degree of consensus achieved in the Delphi questionnaire, the diversity in responses as to the probability of occurrence for the selected events to be rank-ordered produced different listings. Although most of the events presented in the Delphi questionnaire were considered desirable, the trend in probability towards the center of the Likert scale indicate that a "status quo" is to be expected for these collections.
