Title: THE INFORMATION MARKET: A STATISTICAL METHODOLOGICAL STUDY OF THE ISSUES ASSOCIATED WITH FEES AND THE USES OF INFORMATION

Abstract: This dissertation is the product of a user oriented research effort with four basic objectives. First, to make a macro survey of the information market with special reference to the United States. Second, to make an analysis of the controversy centered around charging fees for information. Third, to devise a methodology for analyzing the fees issues. Finally, to select a sample with which to test the methodology and simultaneously examine the fees controversy.

The theoretical and philosophical bases for this study are focused on information as a commodity with a high market value. While cognizant of another school of thought which perceives information as a cognitive process, the study emphasizes the concept of information as a “consumable good.”

Three categories of users were utilized in the study, industrial information users, academic information users, and public library users. Similarly, three types of services were researched, computerized literature search services; interlibrary loam services and comprehensive manual literature search services.

During the course of the study, a research instrument was developed. This instrument, which appears as appendix II of the study, was matted to a randomly selected sample. It was supplemented by personal interviews. After rigorous statistical tests, it was found to have a high internal validity.

The study found no statistically significant differences in attitudes towards fees among industrial information users, academic information users, or public library users. It was also found that fees are not a deterrent to library use. Finally, charging fees for interlibrary loans was found to be least acceptable compared to fees for computerized literature searches or comprehensive manual literature searches.
