Title: THE COMBINED SCHOOL/PUBLIC LIBRARY IN PENNSYLVANIA

Abstract: The combined school/public library (dual purpose library, community/school library) refers to a library that is operated for both school and community patrons. Coordination of services and collection development is generally pursued for school and public sectors.

The research purposes of this study were divided into three different areas and restricted to Pennsylvania. The first purpose was to determine what happened to combined school/public libraries since 1965. This included determining why such libraries ceased functioning as combined school/public libraries. The second purpose was to locate and study all currently operational combined school/public libraries. This involved collecting data in the categories of service area, staff, facilities, collection, resource sharing and governance. The products of this accumulation were used for the third purpose, the construction of a selected framework for success. Historical information for combined school/public libraries was acquired as a secondary consequence.

The effort to study combined school/public libraries that have ceased functioning involved the techniques of historical research. The study of existing combined school/public libraries employed the procedure of survey or descriptive research. Visits were made to eleven libraries and sixteen interviews were conducted.

The format for reporting research findings follows the three major purposes of the study. Twelve combined school/public libraries have ceased functioning as combinations since 1965. Factors leading to their demise are varied and include: lack of funds (five), vacated facility (three), dissatisfaction and lack of use (three), and retirement of librarian (one). The presence of eleven operational combined school/public libraries in Pennsylvania was confirmed. These libraries often exist in sparsely populated areas and have a total public library service population of 106,418. Five elements of success were constructed from the data secured from interviews in these libraries.

The combined school/public library controversy will not soon diminish. Shrinking funds and community desires to maximize use of facilities will maintain pressure for its consideration. The underlying observation is that some communities would have no or minimal public library service without this organizational format.
