Title: THE ROLE OF STATE AND FEDERAL MINISTRIES IN THE DEVELOPMENT OF SCHOOL LIBRARIES IN NIGERIA
Abstract: The study set out to investigate the support given to school library development by the Ministry of Education as reflected in the provision of personnel and funds as well as the organizational and administrative pattern that promotes school library development. It was proposed to investigate relationships between the Ministry official's attitude, their educational and career background and the provision of personnel and funds.
The research could not be executed as planned because (a) the Permanent Secretaries did not respond personally to the questionnaire. Relevant variables were therefore dropped; (b) sufficient data was not obtained and statistical data was too irregular to permit correlational tests; and (c) the person providing the information needed was ill-equipped or incapable.
The research invariably became a descriptive study. Although there was a 100 percent response rate, Inspectors of Education and Librarians responded. The instrument was meant for Permanent Secretaries and therefore failed to collect the data needed. The survey instrument was supplemented by personnel interviews and document analysis. Sixty and 40 percent of the state had at least one professional and para-professional staff respectively at the state level. Twenty percent had no staff in the ministry.
Thirty-five percent of the states allocated funds for libraries within annual school budgets, thirty percent approved levies, while five percent incorporated allocation into the development plan. Twenty-five percent did not respond and five percent made no allocation.
Most states operate a decentralized pattern. A combination of both the centralized and the decentralized patterns operate in states with library awards. Three states had centralized, six had decentralized and eleven had a combination of both patterns.
School libraries in Nigeria are clearly at a developing stage exhibiting inadequacies in personnel, funding and administration. The Ministry does not employ enough librarians to organize services to schools. Services emanate both from the Ministry and the state library, but there is no central controlling authority which a centralized pattern would best promote school library development. There also needs to be interaction and interplay between agencies which promote their development.
