Title: A study to establish criteria for measuring the effectiveness of the use of computers in the largest American urban school districts

Abstract: The purpose of the study was to establish effectiveness criteria for the use of computers in education. A panel of experts in the field of education was consulted to assist in the design of the instrument.

The population for the study consisted of the largest urban school districts in the country with student populations of 35,000 or more or a city population of 250,000 or more. Each district had designated a computer technology administrator to coordinate the use of computer technology and other computer services. Questionnaires were sent to the thirty-six computer technology administrators.

Results indicated that a district computer technology administrator who has decision-making powers and the use of a Management Information System were the highest rated administrative effectiveness criteria. Administrators were divided over the integration of administrative and instructional computer services.

Effectiveness criteria for instructional computer use centered on teachers: teacher training program, teacher involvement in curriculum planning, and teacher involvement in the selection and evaluation of commercial software. Even though respondents felt that instructional software should be integrated into the curriculum, quantitative measurements for the curriculum integration and an appropriate ratio of students to computers were unevenly rated.

The following conclusions were drawn from this investigation: (a) there is no uniformity in the organizational placement of the computer technology administrator position in the organizational structure which has rendered this position to be in some cases a title without power; (b) more emphasis needs to be placed on the use and integration of computer software into the curriculum with teachers as the architects of curriculum integration; and (c) there was consensus that all schools should have computers and all students should have access to computer education.
