Title: An investigation of the use of performance measures in public libraries: An application of the Locke Goal Setting Theory

Abstract: The study examined the outcomes in public libraries of the use of performance standards and output measurement. The hypothesis of the study, derived from the application of the Locke Goal Setting Theory to public library performance, was that improved library performance would be associated with the use of performance standards and output measure scores in planning.

Data was gathered from Illinois public libraries (n = 298), serving populations of 20,000 and less, by means of a self-administered questionnaire and through on-site interviews. Multiple regression was the analytic tool employed to test the research hypotheses. The regression of the criterion variables, circulation per capita scores and turnover rate scores, on the predictor variables supported the Locke theory in first instance (CPC) and failed to support in the second (TR).

It can be concluded that the use of performance standards and output measure scores in planning is associated with improved public library performance.
