Title: Estimating the value of parent time invested in children in the United States

Abstract: "Parent time is an important component of educational investment in children. Using an economic framework, this study examines the factors affecting the amount of care time that parents allocate to their children, estimates the value of parent time invested in children in the United States in 1975-76, and provides an exploratory analysis of the relationship between parent time investment and child achievement, attitudes and behaviors in school. Despite widespread agreement on the importance of parent time, to date, economists have for the most part avoided attempts to measure parent time as a human capital investment, because it raises numerous complex and difficult measurement issues. For example, to what extent is parent time spent with children an investment versus a consumption activity? How should joint production issues be measured and addressed? How important is the quality of time compared to the quantity of time?

These questions are addressed using data from the Time Use Longitudinal Panel Study conducted by the University of Michigan in 1975-76 and 1981-82. The Time Use study involved interviews with family members and time diaries which recorded activities for four 24-hour periods in both waves of the survey. These data were later combined and translated into ""synthetic weeks"" intended to approximate a typical week's activities. The data also include teacher ratings of children's achievement, attitudes, and behaviors in school in 1982.

The results of the analysis suggest that current research which relies principally on care time reported as a primary activity undercounts important parent-child interactions which are reported in time diaries as secondary activities, or as adult-centered activities with children present. In addition, the analysis suggests that inequalities in school finances are likely to be exacerbated by inequalities in parent time investment outside of school. Efforts to address educational inequalities need to take into account these non-school inputs as well as differences in investment in formal schooling."
