After a thorough review of the literature a model of the district director's role was set up. This model was based upon the 1975 standards of the American Library Association and the Association for Educational Communications and Technology: Media Programs District and School. A questionnaire was devised that when answered would allow for exploration of the role from two vantage points (1) the responsibilities of the director of the district media program and (2) the responsibilities of the district media program. The instrument was field tested in the state of Massachusetts and then the study was conducted in the state of Rhode Island. The common ground for the person designated to response tot he questionnaire was established as the ESAE Title II coordinator of the district. The 40 district directors or the person the district had designated to act in this capacity were involved in the project. Two matrixes were drawn up to chart the responses coordinating with the model. The Pearson product moment correlation was employed to determine the correlation between the role of the district director (both director's responsibilities and program responsibilities) in the model which is theoretical and the responses on the questionnaire which are realistic. The responses of thirty-two school districts were used to calculate the correlation. In Rhode Island the extent to which the program directors' characteristics correspond with the model correlates positively with the extent to which medial program characteristics correpsond with the model. The probability of this correlation occurring by chance in this case is 5 times out of ten thousand. The correlation is significant. In view of these findings it is highly recommended that certification be established in the field where there is none, it is recommended that certified personnel be hired to be district directors, that school media directors or persons acting in that capacity set for themselves the goal of achieving a role correspondent with the model district media director's responsibilities and finally that school district media programs be brought up to the recommendations of standards and achieve a position correspondent to the model district media program responsibilities. |
