SCHOOL: ADVISORS: COMMITTEE MEMBERS: MPACT Status: Fully Complete Title: Truman's Point Four Program and the creation of America's modern diplomatic vision Abstract: This dissertation is an examination of the geographic and ideological constructions the "Underdeveloped World" and the "Middle East," both of which came into use during the international crisis of the late 1940s. Understanding their origins requires an examination of the political, economic, and historical issues facing U.S. policymakers in their post-WWII struggle to create a functional world order. At the center of their efforts lay Truman's Point Four Program of technical assistance to the newly-dubbed "Underdeveloped World," which he introduced in his 1949 inaugural address. Predicated on the idea that long-term foreign aid could serve as the foundation of long-term foreign policy to countries previously outside America's field of interest, Point Four marked a dramatic change in diplomatic thinking. With its implementation, Point Four not only changed diplomacy, but also geography, as the concepts central to its conception---that there were such things as the "Underdeveloped World" and the "Middle East"---became widely-accepted "facts." Truman's program of foreign assistance permanently altered America's map of the world, and this dissertation shows how and why that happened. |
