SCHOOL: ADVISORS: COMMITTEE MEMBERS: MPACT Status: Incomplete - Not_Inspected Title: Budget planning at three schools within an urban university with decentralized budgeting Abstract: Considerable evidence suggests processes commonly prescribed in the literature on formal planning and budgeting in institutions of higher education have not proven effective in practice. Institutions clearly need to consider alternatives to address their future financial circumstances and determine strategies to overcome limitations in linkages between budgets and planning. The purpose of this study was to examine the assumptions of deans and their administrative teams about academic budget planning before an intervention with economic models and the assumptions and practices of academic budget planning after the intervention. Using an action science theoretical framework, the research study employed a case study approach at an urban campus of a statewide system university with the decentralized budgeting system of responsibility center management. The case study approach permitted the exploration of three schools which were a sequential series of economic modeling projects from 1996 to 2003. The data collection and analysis included 15 participants at organizational levels of deans, associate deans, department chairs, program directors, and business officers. The mix of schools and positions provided within-case and cross-case analyses of individual and organizational learning about academic budget planning. Implications for research and practice were discussed. |
