We academic get used to reading word by word, to a 90% accuracy if not 100%.
But that should not be the way we read DIA's letter. It can only
be understood as showing their general attitude towards this incident and
MR. E, which is, unfortunately, "not to interfere". Even if you could prove
beyound doubt that he might have used some official time for the book, so what?
"Government permission", what government permission? He had DIA's clearance.

Forget about DIA.
