Another question is, how he was introduced in the CBS program and
whether he indicated in the interview that he stood only by himself?

If the only thing he was entitled to in the program was a member of 
DIA(?) and no disclaim whatsoever was made, then we can safely say 
that the program _suggested_ that his view was sponsored by the agency.
Either the agency or Mr. Eftimiades or CBS, more all of them, should take 
the responsibility for what Mr. Eftimiades said on CBS.

You can't interview Premier Li Peng in a formal setting without special
disclaims and later on claims that his view is his own, not of the 
Chinese government.
