You're quite right that cyclists shouldn't be ignoring lights, stop
signs, or any other rules of the road.
As for the path, there may be good reasons for the cyclist to ride on
the street instead. Paths can be quite hazardous due to bad placement,
pedestrians, gravel, glass and the like in them. It would most likely
have been more sensible for the right-hand lane to have been made
wider, rather than putting a path in.
