  This temple is an exception.Here too shiva is considered to be looked after 
by the lord.Tirumangai alwar calls the Shiva there as PAKKAM NINRAR.Now also 
when during  lord's purappaadu,He  visits the Shiva temple & enquires whether 
eveything  is alright with the temple management.You cannot quote  exception as 
a rule.
