In Gen 1.2 (LXX) we find

I'm operating from memory since I don't have the volume at hand, but I recall that E. A. Speiser in his Anchor Bible Commentary on Genesis (now the Yale Anchor Bible) translated this as "a strong wind blew over the waters." It is my recollection that he contended that רוּחַ אֱלֹהִים RW.aX ):eLoHiM [LXX πνεῦμα θεοῦ PNEUMA QEOU] referenced a wind rather than the Spirit of God.

If you are looking of a Hebraism the first stop is the LXX. See Jonah

According to Barrett (Acts ICC page 354) BDR #192 cites Barnabas 4:11,
8:4 as examples but I took a look at them and do not agree.
