There's growing scholarship this carries the sense of an announcement
of a new king. (I have no intention of dancing with Eschatology; I'm
just reporting what I read.) This was the case in both Jewish and Roman
(Greek) texts. Isa. 52:7 is interesting in this regard.
KATAGGELLW
Appears to have a distributed sense. That is, something like: "went
around reporting". I think of this more along the idea of delivering
monologues than along the lines of a "raise the voice over the crowd"
proclamation. Interestingly, the distribution is not necessarily
limited to space, but can refer to time (cf 1 Cor. 11:26).
