He is wearing civilian clothing and a British cap as part of Santee's disguise as an anti-submarine "decoy ship".

Charles Church Roberts had been awarded the Medal of Honor for "heroism in the line of his profession" during a fire on board USS North Dakota (Battleship # 29) on 8 September 1910. He was a Machinist's Mate First Class at that time.
