Rear Admiral Frank Friday Fletcher, USN (center, front)

With Mexican Officials and U.S. Navy Officers on the quarterdeck of a U.S. Navy battleship off Vera Cruz, probably at the time of the U.S. intervention there, circa April-November 1914. Many of those present are identified in pencil on the original print as:
"Jefe Politico" (or "Policia" ?);
"El Alcalde" (Mayor);
Dr. Iglesias;
General Valdez;
Rear Admiral Fletcher;
U.S. Consul Canada;
General Velasco;
Lieutenant Stephen C. Rowan, USN;
Captain Harry McL. P. Huse, USN;
Captain Spencer S. Wood, USN; and
Lieutenant (JG) George McC. Courts, USN.

The ship appears to be one of the Connecticut class. Note 12"/45 guns, with sub-caliber rifles and sighting training devices mounted on them.
Captain Spencer S. Wood was Commanding Officer of USS Nebraska (Battleship # 14) in early 1914, but this ship does not look like her. The other U.S. Navy officers identified were members of Fletcher's staff.
