Underway during builder's trials on 23 May 1919, probably in San Francisco Bay, California. She was constructed by the Moore Shipbuilding Company of Oakland, California, to United States Shipping Board design 1015.
Chipchung was considered for U.S. Navy acquisition, and given the registry ID # 3965, but was not taken over.

The original photograph is in Record Group 19-LCM in the National Archives.
