Resting on the water, circa 1914.
USS Birmingham (Scout Cruiser # 2), flagship of the U.S. Atlantic Fleet Torpedo Flotilla, is in the right distance, with the Flotilla's tender, USS Dixie, beyond. Several of the Flotilla's destroyers are also present.
Location may be Pensacola, Florida, which was visited by the Flotilla in April 1914, shortly before Birmingham took two aircraft to Tampico, Mexico.
This photo is one of a series from the collection of a USS Walke (Destroyer # 34) crewmember, and she may be among the three-stack destroyers visible.
Though this aircraft was redesignated AB-5 in March 1914, "USN C-5" is clearly marked on its rudder.
