Probably in Magdalena Bay, Mexico, during the visit there of the U.S. Atlantic Fleet, circa March-April 1908.
This ship is probably Tampico, but may be her sister Vera Cruz (both launched in 1902).
A U.S. Navy battleship is in the far left distance.
