Willoughby
(American Ferry, 1903)

Photographed circa 1918, probably in the vicinity of Hampton Roads, Virginia.
Previously named Augustus J. Phillips, this ferry steamer was placed in commission on 8 February 1918 as USS Willoughby (SP-2129). She was returned to her owner, the Chesapeake Ferry Company of Portsmouth, Virginia, on 26 September 1919.

The original photograph is in Record Group 19-LCM in the National Archives.
