Clippings from a Topeka, Kansas newspaper published circa 1914, concerning Ensign Foster's actions during the Vera Cruz intervention. War correspondent Richard Harding Davis and Ensign G.B. Junkin, USN, are also mentioned in the article.
Ensign Foster received the Medal of Honor for "distinguished conduct in battle" at Vera Cruz on 21-22 April 1914.
