A "Rookie" (or "Polywog") coming down the chute into the dunking tank, where he will receive the attentions of a group of waiting "Shellbacks", during a Neptune Party on board a battleship.
This view was probably taken in 1908, during the "Great White Fleet"'s cruise around the World.
