Hiawatha, a 69-ton wooden steam harbor tug, was built at Staten Island, New York, in 1903. She was chartered by the Navy in August 1918 and placed in commission for guard and cargo inspection duty in the New York Harbor area. No longer needed after the end of World War I, Hiawatha's active Naval service ended in December 1918, and she was returned to her owner in the spring of 1919.
