Merchant, a 350-ton passenger steamer, was built at Philadelphia, Pennsylvania, in 1904 for operation in sheltered waters. She was chartered by the Navy in March 1918 and commissioned as USS Merchant (ID # 2313). For the next year, she served as a patrol vessel and passenger ferry in the Third Naval District (New York area). Merchant was returned to her owner in early April 1919.
