The steamship New Windsor, a 6207 gross ton freighter, was built at Newburgh, New York, as part of the large World War I shipbuilding program. While she was under construction, it was intended that she would be assigned to the Navy for use as a collier, and she was accordingly assigned the Identification Number 4050. However, when completed in March 1919 the wartime requirements had vanished and New Windsor remained in civilian hands.
