Every incarnation of bhagavAn, irrespective of whether it is a boar or 
a turtle, or kRshNa or rAma, is a pUrNAvatAram, if this term means that 
He has shAD-guNya paripUrNatvam (full of His six guNa-s).  Otherwise, 
we have to get into a definition of what is meant by paripUrNattvam.  
svAmi deSikan has covered this subject under the topic of the "six 
avatAra rahasya-s", in his SaraNAgati dIpikA stotram - Slokam 17 
(nAnAvidhaiH...).  Depending on which one of the incarnations is 
praised at a given time, a kavi or an AcArya (of any faith) will praise 
this avatAram as the best.  This does not mean that other incarnations 
are inferior.  This is a lakshNam of poetry, the name for which I have 
forgotten at this moment.  Any discussion that one incarnation 
is "paripUrNam" and another is not, is not consistent with my 
understanding of our sampradAyam.
