I think an excellent point is made here. The decision not to move 
towards Unicode should not be based up the laziness of some users. 
"Well, though I've made no efforts, it doesn't work for me so we should 
leave things as is." No one wants that. Free solutions for a vast 
majority of users will be possible, though, yes, it may take a little 
bit of effort to learn what settings to use or use a different browser 
or client.
However, there will be a minority whose workflow won't make this 
possible. Older OSes. Bound to web email access, particularly with only 
kiosk control over the choice of browser or the browser's settings. 
These limitations will not be their fault. An assessment of just how 
large a minority this is seems to be the real question.
