For my part, I rather doubt that this can be resolved in terms of any
"rules." I assume that the punctuation is inserted by the editors. My
own guess -- and I don't claim more for it than a guess -- is that
the evangelist intended us to understand these as two major claims/
assertions that will be made by messianic pretenders, not that each
of the messianic pretender will assert both propositions. At any
rate, I think that if the editors of NA27 had thought that BOTH
propositions are to be proclaimed by each of the messianic
pretenders, they would have omitted any punctuation before and after
the KAI.
