Actually, should ἢ (assuming η βλασφημια is ἢ βλασφημιᾳ) be understood as "but" (per my initial attempt):
"For if he sanctions[1] a believing woman/wife living with an unbeliever, he has established a precedent[2], not to be virtuous, but to stand affront[3] God with blasphemy."
or as "nor":
"For if he sanctions a believing woman/wife living with an unbeliever, he has established a precedent that is neither virtuous nor a blasphemous affront to God."
