On the back in Felix's handwriting, "Cherbourg France Seymore."

Seymore is wearing an Army Service Forces shoulder patch which was worn by members of the 3110th.. His name does not appear on the partial rosters for the 3110th that I have obtained to research Felix. While in Cherbourg, Company C served with other Army Service Forces units in Cherbourg, such as the 810th Signal Service Battalion whose members would also be wearing that patch.
