Assessing the Performance of Local Government: Political-Administrative Relations in a Comparative Perspective
Assessing  performance in government is part of the larger process of interaction between elected officials and administrators. Drawing on a fourteen country survey of the top appointed officials in city government, I will explore alternative models for understanding the relationship between officials in setting policy and implementing policy. There will be an opportunity to explore how interactions among officials in Korea compare with the patterns observed in the governments covered by the study. I am co-author of a forthcoming book "Leadership at the Apex: Political-Administrative Relations in Western Local Governments".
