But fuel efficient technology *is* better for
the buyers. Other pollution-reducing technology
may not be, but this is.

Yes - this is a negative-sum game,
a game of fear and hostility, coercion and evasion,
lobbying and propaganda.
On the other hand, improving fuel efficiency
can be a positive-sum game: good for the driver,
good for the breather;  based on common
interest, on willing cooperation.
