Scott seems to think this is a witty remark to make about wolves and
caribou. Go figger.
I am not up to date on the latest ozone-CFC findins: there seems to be
some feeling around that the Treaty of Montreal was overkill, and that
the ozone hole may be a result of natural volcanism.
In any event, the negotiation of the Treaty seems to me to have shown
a salutory conservatism and was a great indicator of our ability to
bring diplomacy and regulation to bear where they are relevant.
I hope that we do not overuse these, diplomacy and regulation, to the
point where the mass of the population become disenchanted with them
>from scaremongers crying wolf too often.
Aha! That's the connection Scott was making. Silly me.
