Title: THE 1970 LIBRARY DECREE OF THE FEDERAL MILITARY GOVERNMENT OF NIGERIA, AND ITS IMPACT ON THE FUNCTIONS, DEVELOPMENT, AND EXTENSION OF THE NATIONAL LIBRARY

Abstract: The 1970 Library Decree of the Nigerian federal military government was intended to remedy the defects in a previous law enacted in 1964 by the Nigerian government establishing the National Library. Essentially two views concerning the Decree developed later among the Nigerian librarians. One group was adequately satisfied with the Decree to begin to use it as a base for extending services. The second, while seeing it as an improvement over the 1964 Act, felt that too many weaknesses remained in the Decree to permit extended service to be built upon it.

The purpose of this study, therefore, has been to determine the impact of the 1970 Decree on the services of the National Library in an effort to resolve the two divergent but partially overlapping views expressed above.

Two hypotheses for the study were tested for tenability. They are as follows: (a) that the development of the National Library services would have been less-rapid in the absence of the 1970 Decree, and (b) that the National Library Decree of 1970 had deficiencies which have impaired the ability of the Library to rise to its full potential.

Interviewing and published library statistics were the main sources of data for hypothesis number one. Data for hypothesis number two were obtained from a check-list for a model of a National Library Legislation for Nigeria drawn-up by the writer.

Methodology used for the study has been essentially historical, supplemented by interviewing.

The answers to the questions used to test hypothesis number one confirmed that the 1970 Decree has actually permitted the Library services to improve over the 1964 Act. But hypothesis number two was not confirmed; since there was no indication in the study, that such deficiencies have been a cause for the Library's inability thus far to rise to its full potential.
