Title: THE MISSISSIPPI LIBRARY COMMISSION: A FORCE FOR LIBRARY DEVELOPMENT

Abstract: This study was undertaken to examine the role of the Mississippi Library Commission in the development of library service in the state from its inception in 1926 to the present. It was necessary to examine the various stages of library development in the state and the functions performed by the state agency in order to determine the impact that the Commission has had on that library development. In general this impact has been felt in two ways, first, as cultural and educational needs made more extensive library service a necessity the Commission responded with the organization and leadership to affect these changes and second, the Commission has taken the advocacy role in helping the citizenry of Mississippi to become aware of the ways that improved library service can benefit all areas of life.

The reports of the commission to the state legislature, statistical surveys, and publications of the Commission and the Mississippi Library Commission were examined and interviews were conducted with both professional librarians and lay community leaders to determine the impact of the Commission on local library development. Since the Commission is a state agency and operates under state statute it was necessary to examine the laws which govern the organizational structure and functions of the agency.

Increased demands, change and growth have marked the progress made by the Commission in the area of library development. Since 1970 the Commission has been largely responsible for public library development and expansion. There are hundreds of new or renovated library buildings throughout the state housing thriving programs for children and adults as a direct result of the Commission's leadership.
