Title: STATE COORDINATION OF HIGHER EDUCATION AND ACADEMIC LIBRARIES

Abstract: This study, an historical and descriptive exploration of library funding and statewide library cooperative programs in public universities of selected states, focused on the attention given over the past twenty years by state coordinating agencies of higher education to academic libraries in terms of (1) funding and funding formulas, and (2) statewide library networks and other statewide cooperative programs. Funding and cooperative programs in six states, i.e., Alabama, Arkansas, Georgia, Louisiana, North Carolina, and Texas, were studied intensively. The research was qualitative in nature, utilizing the grounded theory approach.

Three methodologies were utilized in collecting data for the study: content analysis, survey and interview. A mailed survey was conducted in fifteen states, Alabama, Arkansas, California, Florida, Georgia, Illinois, Louisiana, Massachusetts, Minnesota, North Carolina, Oklahoma, Texas, Virginia, Washington, and Wisconsin. Forty-five interviews were conducted in eight states, with 39 of the interviews being conducted in the six states studied intensively. In addition, six interviews were conducted in Florida and Oklahoma. Information derived through responses to the survey and through the content analysis of local documents and publications was utilized in the interview process to gain further clarification of the various factors identified as important in individual states.

Several factors were identified which appear to be related to perceived success in the interaction of state coordinating agencies and academic libraries: (1) the presence of a permanent advisory committee of librarians (library directors) reporting to the coordinating agency, especially one which is relatively homogeneous in its makeup, and having an optimum number of participants in the range of 8 to 16; (2) the early presence of an influential person in higher education in the planning stages of a statewide library program or network to lend weight to appeals for financial support from the states and other parties involved; (3) the existence of a person, preferably with a library background, on the staff of the coordinating agency having the academic libraries as all or a large part of his permanent responsibilities. A factor studied but not found to be determinative by itself was the particular type of coordinating structure utilized.
