Title: Chief information officers in New York state government agencies: Critical competencies based on contextual settings

Abstract: Managerial responsibility for information technology (IT) is increasingly delegated to the "chief information officer" (CIO). Despite the increased prevalence of the CIO position, no one model has emerged that explains what can realistically be expected of the CIO in various organizational contexts. This is particularly true for CIOs in the public sector. This dissertation is based on data collected through interviews and a questionnaire and provides insight into the critical competencies for New York State government agency CIOs. The study addressed three research questions: (1) What competencies are critical to the CIO role? (2) What contextual settings do CIOs operate within? (3) How do the critical competencies relate to the contextual settings?

A conceptual framework of CIO competence was developed from a literature review and exploratory interviews. The conceptual framework is comprised of six dimensions: three knowledge-based dimensions (business factors, technical factors, and human factors); and three activity-based dimensions (conveying the relevance of IT, managing critical relationships, and implementing IT-based solutions). Semi-structured interviews helped develop the research model comprised of attributes associated with the six dimensions. The questionnaire instrument was also developed from the semi-structured interviews.

Forty-one usable questionnaires were returned from New York State CIOs and the research model was empirically assessed based on that data. The returned questionnaires were first analyzed to establish a baseline profile of CIO competence. Next, the respondents were segmented into four group pairs based on the contextual setting in which they operate. Four contextual settings were examined: (1) Agency Type; (2) IT Unit Size; (3) IT Vision; and, (4) IT Environment. This segmentation allowed eight CIO profiles to be developed and each pair of profiles was compared to examine the impact of the contextual setting.

Focusing on business factors and implementing IT-based solutions are the two most important dimensions in all eight CIO profiles. However, the CIO profiles vary regarding the competencies that emerged critical within each dimension. The variations between profiles are discussed at length in the dissertation.

Although the empirical study focused on New York State CIOs, the findings are valuable to research, pedagogy, and practice surrounding IT management in general
