Title: Perceptions on the development of a national library and information network for Thailand : a survey

Abstract: Developing a national multi-type library and information network requires the close cooperation among and a commitment by library and information directors and planners, educators, government officials, professional associations, and other decision makers, working together in a concerted effort for the country. The primary assumption of this study is that if a decision regarding and a movement towards the development of a national library and information network for Thailand is to be made, it is essential to know the perceptions of individuals who may have influence in decision-making and who may have an vital level of input into the shaping of a network. The objectives of the study were to investigate the perceptions of the government officials, library administrators, library and information education administrators, and experts in the fields of library and information science, telecommunications, and networking about the development of a national library and information network for Thailand; and to determine the extent of agreement that exists among their perceptions. Research questions and hypotheses for the study focused on: the necessity and potential value; mission and objectives; governance structure; organizational structure; functions and services; membership composition; funding and financing sources; and problems in developing a national library and information network. The survey method was used for this study. A questionnaire was mailed to a sample of 80 participants, of which 63 (78.8%) were returned. SPSS for Windows, version 5.0 was used for the statistical analysis, which included percentiles, frequency v: distribution, mean, chi-square (X'), and Cramer's The study revealed that the respondents perceived the need for Thailand to have a national library and information network, and the need to have a formal written plan. Responses indicated that the most highly ranked potential value perceived by the respondents was "to provide access for users to the more diverse sources." The most important mission/objective of a national library and information network should be "to facilitate access to information and library materials to a wider audience," and the most important function/service should be "establishment of a formal cooperative agreement . among libraries, documentation and information centers to encourage development of acquisitions programs." A national library and information network structure for Thailand should be a "distributed centralized" type. The directors of leading libraries, documentation and information centers in Thailand were perceived as most likely to be represented in a governance structure and involved in a national network planning. Further, experts in the fields of telecommunications and networking were perceived as likely to have the most impact on a national network planning. The respondents perceived that each type of library and organization listed in the questionnaire has the possibility of becoming a member of a national library and information network. Therefore, a multi-type structure is needed to accommodate different types of libraries, information centers and related organizations in the country. Academic libraries, special libraries and the National Library are the first three types of libraries perceived to have the greatest likelihood of becoming the members of a national The survey method was used for this study. The problems that are perceived to have a high degree of hindrance include: lack of formal plans for library and information services in the country; lack of formal library cooperation among different types of libraries; inadequate funding for library and information services; and lack of trained and qualified human resources.
