Margaret Blackwell, executive director of exceptional children for Chapel Hill-Carrboro City Schools, is the 2009 recipient of the North Carolina Council for Exceptional Children’s Felix Barker Award.
The award is presented to an individual who has shown outstanding leadership in the field of special education. Dr. Barker, the award’s namesake, was the first president of the North Carolina Federation of the Council for Exceptional Children, now known as NC CEC.
