The Orange County Board of Commissioners have scheduled a work session for Thursday to review a detailed assessment of county policies, procedures and organization compiled by interim County Manager Frank Clifton.
Clifton took over from former manager Laura Blackmon, who stepped down June 30.
In his review, Clifton interviewed employees and department heads and toured county facilities. His 65-page assessment offers an unvarnished review of the county’s challenges.
Among his suggestions are:
• create sunset dates when new boards and commissions are created to give county leaders a regular opportunity to review their functions and performace;
• create a county-wide non-profit foundation to help finance civic priorities;
• improve space and equipment for county health clinics;
• increase interdepartmental cooperartion and coordination;
• conduct a comprehensive review of library services;
• update software and improve performace in tax assessment, collections and land records;
• monitor and ensure uniform enforcement of the hotel/motel tax;
• review retirement plans, particularly the way the county handles post-retirement health care coverage.
The meeting begins at 7 p.m. in the Emergency Services Building in Hillsborough.
