Clifton appointed Orange County Manager

Frank W. Clifton Jr. was appointed Orange County Manager, effective immediately.  Clifton has been serving as interim manager since June 15, after replacing Laura Blackmon.

The vote by the Orange County Board of Commissioners to appoint Frank Clifton was unanimous.

As county manager, Clifton will lead the day-to-day operations of Orange County government, interacting with the board of commissioners, county departments and the general public.  He will report directly to the board of commissioners. 

Clifton has a long career in local government, including manager of Onslow County, city manager of Casselberry, Fla., manager of Cabarrus aCounty and city manager of Bristol, Tenn. 

Clifton’s educational background includes a bachelor’s degree in management and finance from the University of South Florida and a master’s in city management from East Tennessee State University. He also has continued his education through the City-County Government Administration Program at UNC’s School of Government.
