Chapel Hill Town Council agenda

An update to the town’s sidewalk construction plan is among the items up for review by the Chapel Hill Town Council at a meeting Monday night at Town Hall. (Full Agenda with Links)
The council will set its priorities for sidewalk construction projects for the upcoming year.
Here’s the agenda rundown:

Consent
Items of a routine nature will be placed on the Consent Agenda to be voted on in a block. Any item may be removed from the Consent Agenda by request of the Mayor or any Council Member.

1. Approve all Consent Agenda Items. (R-1)

2. Replace the Library’s Telephone Notification System. (O-1)

3. Enact the Jordan Watershed Riparian Buffer Protection Ordinance. (O-2)

4. Approve Changes to Traffic Calming Policy and Procedures. (R-2)

5. Enact a Budget Amendment to Correct and Adjust 2010-11 Transit Planning Grants. (O-3)

6. Establish a Project Budget for an Elderly Persons and Persons with Disabilities Grant. (O-4)

7. Authorize NCDOT Municipal Agreement for East Franklin Street Curb Repair. (R-3)(O-5)

8. Amend Parking Ordinances for Park & Ride Lots and Parks. (O-6)(O-7)

9. Enact a Budget Ordinance Amendment for Ivey Property Purchase. (O-8)

10. Nominate Applicants to Various Boards and Committees. (R-4)

11. Adopt Minutes for the December 8, 2008, November 23, 2009, and January 11 and April 19, 2010 Meetings. (R-5)

12. Receive Information Regarding the Bicycle and Pedestrian Advisory Board Petition.

Discussion

14. Proposed FY 2010-2011 Sidewalk Construction Program. (R-7)

PRESENTER: David Bonk, Long Range and Transportation Manager

RECOMMENDATIONS: We recommend that the Council approve the proposed FY 2010-2011 sidewalk construction master list as amended. The proposed list includes approximately $1.6 million of sidewalk projects based on a $40 a linear foot construction cost. Staff will select projects for implementation in priority order. If a project cannot be implemented due to significantly increased costs or other delay staff will select the next project in the priority list. We propose giving the Council and Bicycle and Pedestrian Advisory Board a semiannual status report during the FY 2010-2011 construction process, which will identify any projects delayed or deferred. We propose that the Town Council authorize staff to pursue the implementation of the projects identified in the proposed 2010-2011 construction list.

15. Draft NC 54 Corridor Study. (R-8)

PRESENTER: David Bonk, Long Range and Transportation Planning Manager

RECOMMENDATIONS: That the Council support the initiation of a series of Phase 2 studies to provide additional information.

16. Proposed Changes to the Tree Protection Ordinance. (O-9)

PRESENTER: Mary Jane Nirdlinger, Assistant Planning Director

RECOMMENDATIONS: That the Council enact the Staff’s recommended Ordinance dated December 6, 2010 and receive a report in 12 months of the effective date of March 1, 2011.

17. Continued Discussion of Legislative Issues for 2011 Session of the N.C. General Assembly.

PRESENTER: Ralph Karpinos, Town Attorney

RECOMMENDATIONS: That Council continue its consideration of state-wide legislative issues.
