County Commissioners May 21 Quarterly Public Hearing Agenda

The Board of County Commissioners will hold a quarterly public hearing with the Orange County Planning Board and the Hillsborough Board of Commissioners on Monday at 7:30 p.m. at the F. Gordon Battle Courthouse on East Margaret Lane in Hillsborough. Here’s the agenda:

Public Hearing Items

1. US 70/Cornelius Street Strategic Plan: A joint Town/County Task Force worked for the past year to develop a strategic plan for Cornelius Street between North Churton Street and Holiday Park Road/Lakeshore Drive. The area is in Hillsborough’s planning jurisdiction, but implementation will require the cooperation of both local governments. Note: The Hillsborough Town Board of Commissioners will join the County Commissioners and Planning Board for presentation of this item.

2. NC Highway 57 Speedway Area Small Area Plan: A citizen task force, Durham and Person County representatives, and two Orange County Commissioners have spent the past 10 months addressing planning issues for a 900+ acre area in the northeast corner of Orange County. Issues include non-conforming, non-residential land uses, traffic/access management, water quality and quantity, noise and noxious odors, and an appropriate level of residential and non-residential development. The Task Force suggests a zoning overlay entitled Rural Economic Development Area (REDA) be created to facilitate bringing non-conforming activities into compliance.

3. Land Use Element Text Amendments: Text Amendments to Section 3.3 entitled “Land Use Plan Categories” to amend the definition of the “10-Year Transition” category and to Section 4.0 entitled “Implementation and Evaluation” to amend the “Land Use Element-Zoning District Matrix.”

4. Sedimentation and Erosion Control Ordinance: The North Carolina Department of Environment and Natural Resources – Land Quality Section has completed a technical audit of the County’s Erosion Control program and suggested 15 amendments/changes.

5. Orange County Stormwater Ordinance for Lands within the Neuse River Basin: Text amendments to the Orange County Stormwater Ordinance for Lands within the Neuse River Basin to reflect changes in the Nitrogen Reduction Offset payment calculation.

6. Orange County Zoning Ordinance: Text amendments to Article 4.3 Permitted Use Table and Article 6.29 Development Standards for Economic Development (ED) Districts.

Non-Public Hearing Items

1. Agricultural Support Enterprises: Planning and Economic Development staff will provide an update on the proposal to create a new process and program for agriculturally related businesses. The process would identify a specific land use(s) based on a site-specific development plan. Agricultural Support Enterprises would be categorized by their level of impact and a complementary review process whether low, medium, or high impacts.
