Retreat notes

Following are notes from the Feb. 3, 2009 Board of Aldermen retreat:

Potential Action Items
1) Consider increasing aid to agencies
a. Ask HSC to identify agencies seeing an increase in clientele
b. Get checks out to agencies soon after budget is decided
2) Review and respond to Orange County BOCC goals, press BOCC to be clear and specific.
3) Discuss with Chapel Hill and Orange County which assets each community can provide to non-profits without additional taxpayer expense, i.e. meeting space, etc.
a. Add UNC to the discussion
4) Control the tax rate
5) Involve BOA members in combined giving campaign
a. Seek philanthropy to match funds contributed by Town employees
b. Publicize the matching funds/contributor
6) Explore with legislators options for local preferential purchasing
a. Perform cost analysis re: local buying
7) Move assets to locally owned banks and/or credit unions
a. Explore legislation allowing funds to be deposited with Credit Unions
8) Refer “What can we do to help businesses” question from local business survey to LLE
a. Plan a BOA work session on above topic
9) Discuss BOA interest in green building industry and set objectives.
a. Grow local green building businesses
b. Build a guild of local green builders
10) Re-assess commercial usage in northern Carrboro
11) Move forward with planned capital expenditures
12) Seek funds to reestablish community oriented policing
13) Are we reaching all local businesses with survey?
14) “Mayors Roundtable” for local non-profit leaders and news media to publicize results of UNC survey and inform public of agency needs
15) Board discussion on energy initiatives as related to local “green collar” jobs
16) Re-assess size of houses
17) Look into Federal call for proposals to expand internet access beyond Main street.
18) Ask employees how to save money
19) Look at town-based WPA-style volunteer program for families, etc as a swap for town programming.
a. Build community with this idea
20) Broad-scale community meetings to get residents pulse, ideas
21) Create viable support for community “victory gardens”
a. Involve County Ag extension program
b. Provide greater access for Carrboro residents
22) Look into child care needs of residents/employees/Advisory Board members for Town Meetings

1) How should the BOA narrow list of potential action items?
a. What will help us impact the economic situation?
b. Sort short term (FY09-10) vs. long term issues that offer opportunities.
c. Pet projects- don’t let them fall through the cracks.
d. Those items we agree with now, and those that need further discussion.
e. Items with a natural tie-in with existing channels.
f. Items with funding opportunities/items already on the radar/initiatives already being pursued by individuals.
g. Have each board member identify 1-2 most important items and put the rest in the March work session.
h. Identify what is new to staff.
i. Sort into short/long term for work session
2) After digesting the list and sorting methods, Board sorted list for staff based on:
a. Identifying the most important
b. Identifying what is already in the works.
3) What did the Board Like/dislike/want changed about the retreat?
