Actually, I think it's speed differential plus Americans' refusal
to follow a slow-traffic-keep-right/pass-only-on-the-left protocol.
The result is a lot more chaotic, high-speed lane jockeying than
you will find in Europe, where such a protocal is the custom if not
the law.
